Getting stung with unexpected charges after hiring a van in London is annoying. £12.50 here, £15 there, suddenly you’re £100 over budget and wondering what went wrong.
Let me break down what you actually pay, who pays it, and how to avoid nasty surprises.
ULEZ: What It Actually Is
Ultra Low Emission Zone. Covers most of Greater London now (expanded August 2023). If your vehicle doesn’t meet emissions standards, you pay a daily charge every day you drive within the zone.
The zone boundary: Pretty much all of London inside the M25. Some areas just outside are included. Check the TfL map if you’re edge-case.
Operating hours: 24/7, every day of the year. Including Christmas. No breaks.
Standards required:
- Petrol: Euro 4 (generally 2006 onwards)
- Diesel: Euro 6 (generally 2015 onwards)
Most hire vans are diesel, so Euro 6 is what matters for compliance.
Our ULEZ Compliance: The Short Answer
Every van in our fleet is ULEZ-compliant. All Euro 6 diesel, a few Euro 4 petrols. You will not get a ULEZ charge driving our vans anywhere in London.
We don’t operate non-compliant vehicles – it wouldn’t make financial sense now the zone covers most of Greater London. Environmental compliance is part of our commitment to sustainable operations. (Learn more about our sustainability practices.)
When you collect, the van displays a ULEZ-compliant sticker on the windscreen for your peace of mind.
Congestion Charge: Different Beast
Central London charging zone. Much smaller area than ULEZ.
Zone boundaries: Roughly King’s Cross to Elephant & Castle, Hyde Park to Tower Bridge. Everything inside that oval.
Operating hours: Monday-Friday during daytime hours. Excludes weekends, bank holidays, and between Christmas and New Year.
Cost: Daily charge if you enter the zone. Check current TfL rates – there’s a discount for paying in advance or on the day, versus paying later.
Who Pays Congestion Charge?
You do. Not included in hire cost.
The van’s registered to us, so if you don’t pay, the fine comes to us. We identify you as the driver, pass it on, add an admin charge. Everyone’s worse off.
Just pay it – significantly cheaper than the penalty.
How to pay:
- Auto Pay: Set up an account, register the van’s number plate, it auto-charges you each time you enter
- One-off: Pay online, phone, or app by midnight the day after travel
Register the van registration when you collect. The plate number’s on your hire paperwork and on the van (obviously).
When You Actually Need to Worry About Congestion Charge
Scenario 1: House Move in Islington to Bermondsey
Route probably goes through the zone. That’s £15 for the day.
Alternative: A406 North Circular to A2, crosses the river at Blackwall Tunnel. Adds 20 minutes, saves £15. Your call based on time vs money.
Scenario 2: Delivery Job, Multiple Stops in Central London
One entry = one charge. Doesn’t matter if you drive in and out multiple times in one day. First entry triggers the charge, rest of the day is free.
Some drivers deliberately plan routes to avoid the zone entirely. Greenwich to Camden via North Circular. Works, but London traffic makes this impractical sometimes.
Scenario 3: Trade Job in Westminster, Week-Long
Daily Congestion Charge across multiple weekdays adds up on a week-long Westminster van hire, so factor that into your quote to the client.
Or… do the work early morning or evening outside operating hours? No charge outside operating times. Seen decorators and sparkies do this for high-end residential work. Client doesn’t care about timing, you save the charges.

- Does it cross into the obvious central London area? (If you’re not sure, it probably does)
- Are you travelling Monday-Friday, 7am-6pm?
Yes to both = you’re paying Congestion Charge.
Example routes that avoid it:
- Stratford to Wembley via A406 (North Circular)
- Croydon to Heathrow via A23 > A3 > M25 > M4
- Romford to Kingston via M25
Example routes that hit it:
- Anywhere to Borough Market (you’re entering)
- Angel to Westminster (fully inside)
- Hackney to Chelsea (crosses through)
Low Emission Neighbourhood Zones (Some Boroughs)
Hackney, Islington, Camden, Tower Hamlets – they’ve got additional neighbourhood zones with cameras.
Our vans are compliant with these too. Euro 6 meets all current Low Emission Zone requirements.
Don’t overthink this part. If the van’s ULEZ-compliant (ours are), you’re fine for low emission neighbourhoods.
Resident Parking Permits and Loading Bays
Hiring a van doesn’t give you resident parking rights. Your permit that works for your car? Doesn’t cover the van.
Loading bays are usually fine. Yellow loading bay markings with times displayed – check the sign. Most allow 20-40 minutes for loading/unloading.
Don’t take liberties. Popping into shops? Traffic warden’s not having it. Actually loading furniture from a third-floor flat? You’re alright.
Suspended bays for removals – some councils let you book these (Westminster, Camden, Islington definitely do). Costs vary by location and duration. Worth it for big moves because it guarantees you space right outside.
Book these 2-5 days in advance minimum. Don’t show up hoping for one.
The Commercial Vehicle Problem
Some residential streets ban commercial vehicles overnight or during certain hours. Vans over 3.5 tonnes, or any van displaying business signage.
Our vans don’t have signage (they’re plain white). Weight-wise, everything except the biggest Lutons is under 3.5t.
But if you’re parking overnight on a street with “No commercial vehicles” signs? Technically you’re risking a ticket. In practice, enforcement’s patchy. Seen van drivers park there for weeks with no issue. Seen others ticketed on day one.
Can’t advise you to break the rules. But… realistic enforcement is sporadic.
Who Pays What: Clear Breakdown
ULEZ charge: Nothing. Our vans are compliant.
Congestion Charge: You pay if you enter the zone during operating hours.
Parking tickets: You pay. Comes to us, we pass it on with admin fee.
Emission-based parking surcharges (Westminster, Camden): You pay if you park in affected zones. Our Euro 6 vans get the lowest rates, but it’s still higher than resident rates.
Dartford Crossing: You pay. Not included in hire. Charge applies to the registered keeper, which is us, so it’ll get passed on if you forget to pay.
Clean Air Zones outside London (Birmingham, Bristol, Bath): Our vans are compliant with all current UK clean air zones.
Real Cost Scenarios
Scenario 1: North London to South London House Move
Route via Highbury > City > Southwark (through Congestion Zone)
Friday collection, morning work window
- ULEZ: £0 (van compliant)
- Congestion Charge: Daily rate (one day, if paid in advance)
- Parking: £0 (loading bays + residential street)
Main compliance cost: Congestion Charge only
Scenario 2: Weekend Market Trading (Central London)
Saturday early morning, central location
- ULEZ: £0 (van compliant)
- Congestion Charge: £0 (weekend)
- Parking: £0 or suspended bay if booked
Total compliance cost: £0 or suspended bay booking fee only
Scenario 3: Week-Long Trade Job (Central London)
Monday-Friday, daytime hours, Westminster/Soho area
- ULEZ: £0 (van compliant)
- Congestion Charge: Daily rate x 5 days
- Parking: Variable (meters, suspended bays, or loading bays)
Total compliance cost: Multiple Congestion Charge days plus any parking charges
How to Minimise Charges
Plan routes around the zone if time isn’t critical. A406, A205, A202 – the orbital routes exist for a reason.
Time your work outside 7am-6pm if possible. Early morning or evening trade work avoids the charge entirely.
Use Auto Pay for multi-day jobs. You’ll forget to pay manually one day, guaranteed. Auto Pay removes that risk.
Check if your client can arrange parking. Some businesses have loading bays or parking agreements. Ask before assuming you’re paying for meters.
Question whether you need to enter the zone at all. Could you park just outside and use public transport or a trolley for the final leg? For small deliveries, sometimes makes sense.
The “I Didn’t Know” Defence
Doesn’t work. You’re driving the van, you’re responsible for knowing the rules.
ULEZ signs are everywhere on approach roads. Congestion Zone has cameras and clear boundary signs. If you cross into either without checking, that’s on you.
We brief every hirer on both systems during collection. You’ll sign paperwork acknowledging you understand. Can’t claim ignorance later.
Check Before You Drive
TfL website: tfl.gov.uk – has tools to check:
- If your route enters Congestion Zone
- Current ULEZ boundary
- Your vehicle’s compliance status (though ours are all compliant)
Google Maps: Shows the Congestion Zone as a shaded area if you turn on traffic layers.
Ask us: If you’re genuinely not sure whether your planned route hits any charges, describe the job when you collect the van. We can usually tell you immediately.
What Happens If You Get It Wrong
ULEZ penalty: Significant fine (reduced if paid within 14 days). Issued for every day you drove non-compliant in the zone. Not relevant for our vans, but good to know.
Congestion Charge penalty: Substantial penalty charge notice (reduced if paid within 14 days). We get it, identify you as driver, pass it on plus admin charge.
Parking ticket: Penalty charge notices vary by severity and borough. Same process – comes to us, gets passed to you.
Don’t ignore these. They escalate. Unpaid penalties can lead to increased charges, bailiff involvement, and county court judgements. Just pay the original charge.
Bottom Line
ULEZ isn’t a problem with our vans – everything’s compliant, no exceptions.
Congestion Charge is straightforward – if you’re in central London on a weekday during operating hours, you’re paying £15. Plan for it or route around it.
Everything else (parking, permits, loading bays) is standard London logistics, no different whether you’re driving your own vehicle or a hired van.
